Te Rōpū Whakahau consists of two main groups, with Ngā Kaiwhakahau as the executive council representing the membership. Members may also create their own regional associations. These now include Te Tai Tokerau, Te Hikuroa, Tirohanga-ā-Kaimai, Waikanae/Wairarapa/Whanganui-a-Tara, and Te Wai Pounamu.
Ngā Kaiwhakahau is made up of three office holders, Tumuaki (President), Kaiawhina (Secretary) and Kaitiaki Putea (Treasurer),
and no more than seven positions set aside for Kaiwhakahau or councillors.
Ngā Kaiwhakahau meet regularly, six times a year from July through June of the following year.
